About

Mark Bladon is an IT-in-Government specialist who has worked continuously for clients in Victoria’s Public Sector for over three decades, initially as an SI and now as an advisor.

He works with a laser-like focus on the business outcomes to be delivered through IT enablement. Mark understands that IT projects exist to deliver business outcomes and he has seen many projects fail to achieve their goal through much focus on technical issues and too little commitment to the underlying mission.

Unusually for an IT specialist, Mark is effective at speaking the language of government. He is able to write a brief and has been considerable experience in presenting to Secretaries, Ministers and even the Cabinet of Victoria. He is able to explain complex technical issues in terms a business person can understand.

Mark has held partnership roles at PwC, IBM, and KPMG, delivering transformational outcomes through hands-on leadership. He has managed delivery of IT systems in complex stakeholder environments across Asia-Pacific and Australia.

Mark’s experience has been earned during 40 years in IT consulting, following time as a programmer in mainframe environments.

Significant Engagements

  • Led and advised on major ICT programs across departments for the Victorian Government including Education, Justice, Police, Premier Cabinet, and Transport. His work spans strategic reviews, contract renewals, inflight project recovery, and procurement of life-critical systems such as Triple-0 CAD and fines management platforms
  • Major procurement for the Department of Education which consolidated four contracts used in support of the government school network into a single agreement. SLAs were uplifted, as was vendor accountability, and tens of millions of dollars were saved
  • Responsible for multiple IT security reviews and penetration tests
  • Developed many IT-related business cases and ERC submissions for a variety of Victorian Government departments
  • Implementation of a major geospatial database to manage land title and survey functions, nation-wide for Land Information New Zealand
  • Supercomputer project for the Victorian Government which created a sophisticated predictive floodplain mapping system
  • Technical lead in an implementation of SAP for Tenaga Nacional in Malaysia
