About
Morgan is a Partner in the Melbourne office of KordaMentha and a specialist in public sector strategy.
For more than a decade, Morgan has advised State and Federal Governments on best aligning resources to achieve public benefit and improve community outcomes.
Prior to consulting, he worked in the NSW public sector for more than four years, including two years as policy adviser to the NSW Minister for Transport.

- For State and Federal Government Departments – and for several GBEs – conducted strategic reviews of expenditure to align activity to government priorities and release budget capacity over the forward estimates
- For Transport and Government Services Departments, designing new operating and organisational models
- For several railways, developed operating models and prepared strategic transformation plans to lift performance, reduce cost and improve customer satisfaction
- For a supermarket, stevedore, electricity distributor, university and language services provider; conducted reviews of strategy and designed new business models
- Seconded to the former DJPR as Director of Ministerial Coordination, Vaccine Policy Strategy. Supported public health response to Victoria’s third wave including designing operational policies for vaccination. Responsible for Cabinet briefings and rapid response policy formulation. He and his team received a Staff Recognition award for Excellence for their work in shaping vaccine policy
