Modernising transport safety practices

A state government transport authority required assistance in delivering an improvement program to enable the effective provision of transport services.

Background

KordaMentha is working closely with a government transport authority to support continuous improvements to its transport regulatory framework and transport service provision arrangements. The improvement program involved changes and enhancements across commercial, governance, and policy areas to enable ongoing safe transportation within the state’s network areas, as well as protection of the surrounding environment. The KordaMentha team led and supported an extensive stakeholder engagement exercise across the state’s transport hubs to deliver this project.

Approach

Our approach included:

• Strategy and policy advisory – Initiating a comprehensive policy improvement process to enhance the transport regulatory function across operations, health and safety, commercial aspects, and licensing. The KordaMentha team worked collaboratively with subject matter experts, industry stakeholders, and the regulatory governance arrangements to establish an effective and efficient regulatory framework that was aligned with the state’s risk profile.
• Commercial advisory – Conducting a review of commercial arrangements between the transport authority and government-owned corporations for provision of transportation services across various regions. The purpose of this review was to enhance the efficiency and sustainability of transport delivery. Key subject areas for the review included analysing service demand, delivery costs, and funding mechanisms, and aligning with future transport strategies.
• Procurement strategy and support – Facilitating the procurement process to engage a provider to deliver transportation services. Our responsibilities included developing the procurement strategy, providing commercial and financial advice, preparing tender documentation, supporting contract development, and conducting contract negotiations.

Result

As a result of this work, our client has seen maturity growth in the commercial, governance, and policy arrangements surrounding provision of transport services. We also helped our client to achieve consistency in the approach to critical aspects of its operations, such as licensing and commercial management of service delivery.
